Three and a half million units short

That's the number of housing units the state of California will have to add to create enough supply to bring down sky-high housing costs.  It's a big number, unlikely to be substantially reduced by a program of subsidies. Most experts think structural zoning changes are the more important first step:

"The state is wrestling with highest-in-the-country housing prices and a crippling deficit of homes and apartments estimated at 3.5 million units across the state. Allowing for more density — called “up-zoning” in housing circles — could bring relief for many young professionals, low-in-come and middle-class residents overwhelmed by high housing costs." —San Jose Mercury, 5.9.19
